is a heavy-rail public transit system that connects the San Francisco Peninsula with communities in the East Bay and South Bay. BART service currently extends as far as Millbrae, Richmond, Antioch, Dublin/Pleasanton, and Berryessa/North San Jos茅, and operates in five counties (San Francisco, San Mateo, Alameda, Contra Costa, and Santa Clara) with 131 miles of track and 50 stations, carrying approximately 405,000 trips on an average weekday (prior to the COVID-19 pandemic).

The Link21 Program works with the California State Transportation Agency (CalSTA) and its partner agencies to connect the BART and Regional Rail network (including commuter, intercity, and high-speed rail) in Northern California, and to transform passenger rail networks into a faster, more integrated system. At the core of Link21 is a new transbay passenger rail crossing between Oakland and San Francisco.
